NC Agricultural Disaster Crop Loss Program
The Disaster Recovery Act of 2025 (SL 2025-2) was signed by the North Carolina General Assembly and Governor Stein on March 20, 2025. A portion of this bill (SUBPART II-D. AGRICULTURAL DISASTER CROP LOSS PROGRAM) allocated funds for producer assistance to the NC Department of Agriculture and Consumer Services (NCDA&CS). This includes $200 million for verifiable losses from Hurricane Helene and $100 million for verifiable losses from all other Secretarial declared agricultural disasters in 2024, including drought, Tropical Storm Debby and Potential Tropical Cyclone 8. Based on the large number of disasters that were declared in North Carolina in 2024, all 100 counties are eligible for some portion of the program.The authorizing statute notes that all claims information must be collected and submitted to NCDA&CS by May 4, 2025.Who is Eligible?
- A person who experienced a verifiable loss of agriculture or aquaculture commodities or farm infrastructure as a result of a Presidential or Secretarial declared disaster (including contiguous counties) in 2024.
- The farm is located in an affected area for the respective agricultural disaster.
- The commodity or aquaculture was planted or being raised before the date of the disaster set forth in the Presidential or Secretarial declaration for the county in which the agricultural or aquaculture commodities or farm infrastructure are located and for which verifiable losses are claimed.
Eligible Producers Will Need the Following:
- A 2024 FSA 578 Producer Print on file with the USDA Farm Service Agency for USDA reported crops. If you do not have a 2024 FSA 578 Producer Print, please contact your local FSA County to schedule a time to complete a 2024 crop report.
- Completed NC Sub W-9 for producer SSN/EIN.
